I think some people and Enron did break laws, specifically laws involving financial reporting. Whether the violations are just technical violations of going to far while trying to push the limit or whether they where intentional fraud is not completely clear. Even if the violations where not outright fraud the conduct of Enron and Arthur Anderson has been reprehensible.
