david, you are right, and the Congress can assign some of it's responsibilities to other bodies, which is what it did (I think in 1913, when it created the federal reserve bank, not sure about the date) Zeev In edit just got into TTIL here at $27.55, it took a long time before they got it back to my buyin range.
