Suppose they want to "balance the budget on the backs of the poor"? Are you still an economic conservative?

Choice: prisons or schools? Schools
There's an implicit assumption in that that the juvenile delinquents WANT to be in schools and somehow lack of spending on education is stopping them. What's your plan? Lock them up in the schoolhouse and not let them leave? Put armed guards around it?
