What do terrorists need to ship into the country to carry out an attack? Everything you could ever want in terms of arms, ammunition, explosives and the technology needed to make it all go boom are readily available to anyone with the right connections (legit or black market). We could tie ourselves in knots trying to screen containers and achieve pretty much nothing, IMHO.
