No, I was referring to the Democrats' pov (except the previous WH occupant, whose definition of "headway" is something different).

If "petroleum dependency" is of such earth-shaking importance, why didn't Clinton left a finger to do something about it? More importantly, why weren't you and others who share your values squawking about it then?

The truth? Clinton didn't address it at all, and you didn't care. Bush is addressing it, so it provides something to disagree with and try to make political hay with.
