Hi KyrosL, Perhaps more importantly, a nuke does not have to go kaboom in a mushroom fashion to be effective. The material only needs to fizz a bit by conventional explosion, contaminate a decent geographic area, and a chilling purpose is served.

Such an event would be enough for me to decamp HK (unjustifiably assuming HK is not first to be hit), seek shelter, and cease all business and most investment activities for a long time until a political solution is in place.
