Well, suitcase nukes, chemicals, biological, etc.. Heck you could even stuff it full of plastique and track it's movement via GPS and blow up remotely. Might not have the impact of mass destruction, but if the idea is to make things unsettling, it sure would work.

btw, the Italian authorities busted some terrorist in one of these. He was heading to Canada. Was an aircraft mechanic, had all the required clearance and id badges on him, satellite phone, laptop, etc.. COntainer had 3weeks supply food and water.. But damn, wouldn't you suffocate or get too hot in there? yeeesh
