Agreed - but, what of crimes such as 'conspiracy', or attempted murder, or indeed fraud? Don't these run on intent? You have to have intent, but the motive for your intent doesn't change the crime you are charged with. If someone defrauded people of another race because he hates people of that race would you charge the criminal with a hate crime? Tim
