"all evil spurts" means "all evil comes from". Prior to that, it is indicated that all kids are brainwashed, and some of them become evil. That is like saying that all kids are infected with smallpox, but only some of them die of it, then saying that all death comes from smallpox. I can't help that it makes little sense, that is what he said.
