Neo, Maybe he signed it knowing that it was contrary to the Constitution to get it off the table to allow other, more important legislation to be attended to, and to slightly appease people like McCain to silence him, knowing that the final answer will be determined in the Supreme Court, thereby absolving him to a certain degree.
