even if Gore oe some other politician were to agree to this it wouldn't make it through Congress. And if any organized effort were made to try and get such a measure through Congress it would generate a firestorm of opposition throughout the country that would threaten the viability of any political party that supports it. No US political party is going to support surrendering US sovereignty in this area. To think otherwise demonstrates a naive understanding of the US political system. All such treaties need to be endorsed by Congress. They can not be agreed to by administrative fiat.
