The situation described in that article is not unusual. Do you doubt the same thing happened many times in many previous administrations? Including the last one? Each special interest (and that includes Democratic politicians, the Sierra Club, welfare and homeless advocates, whatever) tries to get its pet text into the law.

It's not even necessarily undesirable. Commonly the people with the most knowledge of a subject are those who have the most self interest in it.

Expecting politicians to know everything is naive at best.
