The original requirements had 3g starting at 384Kps per user, moving quickly to 2Mbs. This won't happen for another 6-7 years under 3g (i.e. it just won't happen). VoIP will be rolled out in the next couple of years; what will be 3g's redeeming characteristic at that point in time? It simply can't offer all u can eat data, and VoIP will destroy it's remaining value i.e. decent voice quality/capacity.
