Europe put their mobile services at 900mhz. (I suspect it had more to do with fearing Asian dominance than US.)

Its a moot point. But, US providers were not going to rip out AMPS equipment long before the "new rack smell" wore off just to make Europe happy.

Providers in the US faced a monumental task of deploying universal service across the country while catering towards their shareholders. Are there any providers in Europe not born with their hands in the tax collector's till?
