I have never heard someone in government, charged with looking after the general welfare (and I feel I am part of that) and upholding the constitution, make any kind of remark like that about the religious in general. The term religious right may be a term of derision but not because of their religious nature, but because of their politics. Atheists and agnostics, so far as I know, have no identifiable political agitation group, nor do they adhere to any political agenda. Individual atheist and agnostics may try to free themselves from the what they perceive to be the tyranny of the majority, thus annoying the majority, but these are activities carried out by persons, rather than groups. Rather than being disliked for their political actions as a group, they appear to be disliked solely for their beliefs. I happen to find that very scary, and disturbing. And I think that is a clear and material distinction.
