DEPARTMENT



Resulting System Will be the First of Its Kind in the U.S. PITTSBURGH, July 9 /Carnegie Group, Inc.
(Nasdaq:CGIX ) will lead a software development project that will produce a Voice Commanded Vehicle Registration
Information Retrieval Prototype application for the City of Pittsburgh Police Department. This system will be the first of its
kind in the United States. Carnegie Mellon University (CMU) and Total Access, Inc., will work with Carnegie Group (CGI)
on the prototype. All three organizations are located in Pittsburgh.

"It was very satisfying to find the organizations right here in Pittsburgh with the ability to develop a sophisticated voice
recognition system prototype for the City of Pittsburgh," said Mayor Tom Murphy. "The partners on this project are part of a
high-tech community of over 950 companies that"s changed Pittsburgh from a "steel town" to a significant contributor to the
high tech marketplace."

City of Pittsburgh police officers must frequently access the National Crime Information Center (NCIC)/Crime Law
Enforcement Access Network (CLEAN) national/state law enforcement systems to retrieve information regarding vehicles
by using their license plate number. Such information can include registered owner, vehicle identification number, whether the
vehicle is stolen, missing persons reports and outstanding warrants, to name a few. Pittsburgh police officers will soon be able
to access such information while in their patrol cars by using Mobile Data Terminals (MDTs) installed in the cars. However,
operating an MDT using the keyboard while driving a car is unsafe and error prone.

The high-tech solution to this problem will use speech recognition techniques and an interface capable of accepting voice
input from the police officer. The prototype system will enable the officer to interact by voice with the vehicle registration
(VR) system. The officer will speak a VR plate number into the system, verify that it was correctly recognized, then post a
query to the VR system. The system will interface with the NCIC/CLEAN systems to retrieve the requested information and
display that VR information to the MDT screen in the patrol car.

"Professionally, we are excited by the opportunity to partner with two other Pittsburgh high-tech organizations and transfer
the resulting technology to our customer," said Frank Cunningham, vice president, government business unit, Carnegie
Group, Inc. "Personally, we"re gratified to know that this application will be used in our hometown to help provide additional
safety for City of Pittsburgh residents and our police force."

CGI will manage the project and serve as the systems integrator, as well as design the user interface, perform user testing,
elicit officer feedback, and report the lessons learned to the City. CMU will contribute its Sphinx II speech recognition
technology and design and develop a suitable vocabulary and grammar for the application. Total Access, Inc. will develop
the interface between the MDT application and the NCIC/CLEAN systems.
