Typically, when pipelines are lengthened and rebalanced, there is a significant jump in mhz even on the same process. Athlon XP on SOI .13 is probably good for between 2.5GHZ and 3GHZ. Hammer is probably good for between 3GHZ and 4GHZ. What that will work out to in model ratings is something that will depend on IPC performance. What they will debut the chip at becomes a marketing issue (just as Intel can probably ship P4 at 2.5GHZ whenever it needs to).
