Think about the Red Cross debacle after 9-11: they were flooded with money because most people thought that was the right place for it.

Well, that was to be expected. I didn't give them a dime. Whenever there's a highly publicized crisis, people give--at the expense of the charities they usually maintain, which causes a real crises for the everyday charities. I've been trying to help out the latter. The whim of the public is not reliable.

We're no longer geared up to have private institutions handle the welfare workload now that the government has almost entirely assumed that role. If the roles change again, the gears would have to shift for both the charities and the donors. And the watchdogs.
