Okay, no problem with your explanation of events. It doesn't really matter anyway. It was done. They had their eyes opened, and now they had a course for the future to take. They chose to become a warring country. They could have chosen to embrace the industrialization process and focused on a peaceful future. For whatever reason they didn't.
