If Gerry's ideas don't solve it you might try changing your screen size to something smaller and maybe it will show up. It's possible that the registry got mucked up and the taskbar is gone. You could try restoring it to an earlier time or take this step from the Microsoft site. This involves editing the registry so don't try it unless you are comfortable with the process.
