My understanding is that, carriers were not at Pearl Harbor, to deliver aircraft to U.S. military bases more forward in the Pacific. The Pacific fleet was warned that hostilities were eminent a few weeks before the attack. In other words, the Navy knew that there was a major attack coming, they just didn't know where - and they knew that the Japanese Fleet was "missing". The carriers were out at sea, taking advantage of what time they had left (in peace) to supply combat aircraft to bases most likely to face combat.

Commanders at Pearl Harbor, were of the opinion that Pearl was too far a reach for the Japanese Fleet to attack. Because the greatest fear of the military commanders was sabotage, from locals (or Japanese agents posing as locals), military assets were positioned with that in mind; unfortunately, in a more vulnerable position if attacked from the air.
