I don't know what it's like in your world but when there isn't enough hunting to keep the deer herds in check the state gives out free nuisance permits that allows the landowner to kill 25 deer. You can get two of those before needing an inspection to see if the damage warrants more permits.

It also removes most all of the restrictions on hunting them. Unlike when they are hunted and the meat is eaten, all the deer killed with a nuisance permit must be buried.
