No, they are killed before they starve. Hunting season is just before winter when food supplies are at their lowest.

ie. An area is capable of carrying over 2,000 deer through the winter. If it holds 2,500 going into winter you might loose 1,000 to starvation and the rest will be weak. Harvest and eat 500 of those deer and the 2,000 left will come through winter in much better shape. Plus the 500 are eaten and not left to rot.
