Did 15 Italians directed by a son of the Italian Royal Family (if there were one) fly planes into the WTC?
If so, then I would certainly cut off purchase of Italian suits and hold local Royal Italians, checking bank records, and refuse to do business with them until they cooperated in every way in finding the culprits.

Were the public given the chance, they would refuse purchase of Middle East gasoline, and either do without, or pay more if necessary. It wouldn't, however, be necessary to pay more, since a consumer-based reduction, however slight, would crash the price of oil, and the ripple effect would throw out the regime, imo.
That is much better than going to war, and would have a greater effect.
