I believe that gas mileage can be improved significantly (>50%?). I also believe that the technology exists today to do this. The problem is the cost to do this needs to be absorbed somewhere, and it needs to be proven that these systems can last 100k miles and many years of operation without catastrophic failure. This all takes time.

I don't know what that means in reduced national oil consumption. If gasoline hits $3/gal, I don't think you'll have to worry about Government voluntary gasoline reduction programs.
