From my work at this technology node, LowK dielectric is probably the reason that AMD has not released either a bulk or SOI .13um version. LowK has a number of defect density and reliability (Via EM) issues. Many companies (IBM, UMC, TSMC, ...) are also "struggling" with this. Looks like INTC made the right choice again !! Make It So, Yousef
