Isn't it possible that your attitude is actually more of a part of the problem than part of a solution? The child will grow up in poverty. The child will have a hard life. The child will be a bad person later on and we'll have to pay for it then. How about that maybe these people know that it doesn't matter whether they can afford them or not, that the suckers of the world will pay for them, will make others pay for them, so they just don't care. I don't mind paying to incarcerate people that commit crimes. I do mind paying for people just because others have this silly "it takes a community to raise a child" (and you're going to pay or else) attitude.
