Yes, A chip set has a lot fewer transistors than a CPU, but does use more power on average for driving external loads, so older .25 u fabs are ideal for this task, even .35 or .50 is fine as well.

Bill, chipsets use far less power than processors and it's no longer sufficient to use process technology that's 3 or 4 generations old. Some of Intel's chipsets are made on a variation of their .18u process. It's a nice way to reuse those fully depreciated fabs while producing well over 50 million units a quarter.
