Some additional news that may help EVs and Ballard in the future. No indication if these are higher/lower than regulations in California, but a positive move nonetheless.

7/02/97 - Tighter Exhaust Limits Coming in Japan, Europe

Luxembourg & Japan - Air pollution regulators in both Japan and the European Union are pushing ahead with stricter regulations on car tailpipe emissions, reports both Japan Chemical Week and Octane Week. The European Council of Ministers will require automakers to meet tougher new rules by the year 2000, affirming regulations proposed by the European Commission. The rules include reduced emissions levels,
requirements for lifetime operation of emissions control devices and on-board diagnostics. .Japan's Central Environmental Council - in part responding to tougher regulations in Western nations - has also issued new rules on passenger car exhaust, reportedly the first in 19-years. The regulations - to be set in August for 1998 enforcement- will set lower limits on carbon monoxide (CO), hydrocarbon (HC) and nitrogen oxides (NOx). The Council will also target vehicles not regulated in the past, including bulldozers, power shovels and tractors, which reportedly account for one-third of Japanese vehicle emissions.
