If it goes to electronic linkage, what difference would it make? I seem to get instant buys and sells now.

The difference is that by electronically linking the exchanges, inefficiencies will be reduced. For example, there may be times when the quote from the different exchanges are locked, or crossed. By linking the exchanges, a bid on one exchange can automatically fill an offer on another exchange.
