Benj. Franklin Federal Savings & Loan Association (BENJ) fell $9.10, or 75 percent, to $3 and traded as low as $1.50. A judge said the U.S. government must pay shareholders of the defunct thrift about $35 million, a fraction of what they sought in a breach-of-contract claim stemming from the S&L crisis of the 1980s. The ruling may dampen prospects for dozens of similar pending suits, which together seek as much as $30 billion
