I heard Powell on the Today Show this morning state more or less the same things he had stated on CNN.

I think that Powell is simply articulating what international public opinion wants to hear without engaging in any substance. He is perhaps unconsciously (or consciously) giving Arafat a dose of his own hypocritical medicine. Note that while Powell makes nice, the US has not in any real sense pushed Israel into leaving the West Bank or otherwise getting it to moderate its activities.

Powell has said recently that he anticipates the Israeli operation to be a brief one, suggesting perhaps that the US will let time fly by and do nothing while the Israelis get the necessary work done.

I wouldn't get too excited about these kinds of utternaces on Powell's part. He is perceived as the voice of reason in the hawk's nest. It is wise to let him say a few palliatives for the sake of world public opinion. The reality of the matter is that the US, except for protecting Arafat's life, is in no way restraining Israel.
