Actually, I did give an example (Christmas trees by the courthouse).

Innocuous means that it is pretty inconsequential, that it doesn't really hurt anything. Of course there can be some disagreement on that score, but it is not so difficult a criterion to apply. For example, no one thinks to object to having a museum (most of which are at least partially dependent on governmental largesse) display religious art, not only crucifixions, but Buddhas and mandelas, Sivas and Ganeshas. It is understood that the art of many periods and places was preponderately religious, and that one misses great art if one is too exclusive. Since no harm is done, why worry?
