Innocuous means that it is pretty inconsequential, that it doesn't really hurt anything. Of course there can be some disagreement on that score, but it is not so difficult a criterion to apply.

There's plenty of room for disagreement. Much of what passes for religious expression gives me a case of the heebie-jeebies. That's my religious sensitivity being offended. Yet the practictioners--and you--would probably dismiss many of those the practices as innocuous. And those of us with a bad case of the creeps can't easily explain our reaction without appearing contemptuous of religious beliefs and practices. It's a difficult problem when some people can't be detached about the discussion and others either have to pretend that no harm has been done or risk becoming pariahs.
