Teddy has been lying about everything to everybody all along. When he gives an account to Leonard of what has happened he is not trying to manipulate anything. He expresses his confidence that it wont matter since Leonard will forget it right away. He doesn't anticipate Leonard's action of righting on the picture. That is why Leonard believes him and why I think the author wanted it to be the one true explanation of what had happened.
