Millitary personnel overseas, where services in the private sector are not available, have had their personal right to religion abridged if the government does not supply religious counselors for them. I think on US soil they should go to private churches.

The president of the US should not pray on TV, unless as a private citizen. Is it possible for him to be seen this way while actively president? No

GI Bill is imo earned by the GI, and thus is applied by him in a personal matter. Pell grants are not awarded for service, and thus are not, imo, the same and should not be applied to religious institutions.
