Your approach has possibilities, I must admit. For example: Amendment XVI The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several states, and without regard to any census or enumeration, except that no taxes shall be laid on or collected from Jorj or anyone who Jorj designates as exempt from such taxes.
