Actually, your original plan (to bring the Israeli and Palestinians to the US) is flawed: they, or a large chunk ot "they", quite enough to cause endless future trouble, won't leave. That piece of geography has significance to them that NYC and Berkeley (are you SURE we can't find someplace else- -say in the PI :-) ) can never have.

So you're left with leaving them there or shooting them. Bad PR.

I still think the cheapest way would simply be to subsidize the Palestinians in situ.

Think again. As soon as the US gov't does that, every liberal cause in the US is going to scream for their share.
"Before you're subsidize those damn foreigners, you're first responsibility should be helping <substitute for favorite minority or allegedly oppressed group in the US>". Incredibly expensive.

you can threaten to withdraw the subsidies if the leaders don't behave.
You can get away with that once, maybe twice. After that, those leaders are going to come up with an answer. It may consist of sitting on the necks of their people and doing what they want anyway, but they'll have an answer.

Better fire up the US jets.
