Starbase Appoints New CEO; Board of Directors Elects New Chairman

SANTA ANA, Calif., April 4 /PRNewswire-FirstCall/ -- Starbase Corporation (Nasdaq: SBAS - news), the leading provider of end-to-end collaborative products for the development and management of code and content for enterprise and eBusiness applications, today announced that Jim Harrer, president and COO of Starbase, has been appointed as CEO. In addition, the Starbase Board of Directors has elected John Snedegar, president and CEO of Micro General and current member of the Starbase Board of Directors, as Chairman of the Board.

Harrer joined the Board of Directors in November and subsequently assumed the role of president and COO, as announced in January. Since then, Harrer has implemented measures to increase revenues, reduce expenses and realign the corporate structure to better serve Starbase customers.

``My charter here at Starbase remains the same, to continue implementing the strategy put in place in early January, and lead this company to profitability and success,'' stated Harrer.

As Chairman, Snedegar will bring a history of successful leadership; most recently led the changes at Micro General and refocused its corporate direction to successfully capitalize on its core business. This strategy has resulted in revenue growth in excess of 230% from 1998 to 2000; with 63% increase over 2000 revenues in 2001. He currently serves as Chairman of the Board of Escrow.com and RealEC Technologies. The Software Council of Southern California recognized Snedegar as one of three finalists for the 2002 CEO of the Year honor.

As CEO, Jim Harrer succeeds William R. Stow III, who founded Starbase in September 1991. During that time, Stow served as chairman, CEO, and/or president of Starbase. Stow will remain on the Board of Directors and in that capacity, will advise the Board and the Company on the dynamics of the Starbase marketplace, potential new markets and product and business development.
