To 3G or not to 3G?

It's absolutely irrelevant to me, a non-issue not worthy of discussion. Any technology has its own peculiar attributes. I don't care where the label falls.

If the Koreans want to label as 3G only the technologies they have reserved for new spectrum, let them. If Dr. J. want to call 1xrtt 3G, that's fine. The technology will have its own characteristics, and I doubt that any purchasers will dwell on whether a certain technology is "really" 3G any more than they will on its name.

I have not followed what is 3G and what is not 3G closely, but I do recall that one of the required criteria was that the technology be able to transfer data at 144 kbps or better, which I'm fairly sure 1xrtt does.

It's the performance that counts.
