Actually there really was a shortage of electricity. And the Clinton/Gore solution to the California Energy Crisis, was to ignore it, to pretend there was nothing wrong. They ignored it, probably, because they didn't want people to question the energy policy of the Clinton/Gore Administration in the middle of a Presidential Election.
