natural selection in culture formation, we have to let fail those who would naturally be less successful.

The mechanisms and outcomes of natural selection in biology is not the same as selections in culture or ideas. There are two big reasons. Ideas are mutable, they can change on the fly, change enough ideas and you have changed a culture. Biology is fixed for the duration of that life. Secondly, ideas are generally directed and goal oriented, it can often choose it's own selection criteria. Biology is driven by chance and a fixed selection, that of survival. When these differences are not understood a harsh Spencerian approach can seem applicable to cases where it is not warrented.
