Ideas are mutable, they can change on the fly, change enough ideas and you have changed a culture.

But people won't change their ideas if you reward them for keeping the old ones. Giving up comfy old ideas is hard. Before they are receptive to change, they need to understand that their ideas will cause painful failure.
