Terrorism isn't a new phenomenon. It's probably as old as human history. The only difference is that with more powerful weapons and a more globalized world it's getting easier these days and causes more destruction. When Hitler rose to power, it would have been relatively easy to prevent him starting World War II. With terrorism it's different because it's spread across the world and driven by ideology, not a single person or group. Of course it will help to destroy terrorist bases like those in Afghanistan. But in the long term you can only "win" over terrorism IMO if you try to solve the problems that lead to it.
