They started doing that as part of the Oslo accords. Until they had to close the borders, Palestinians were free to cross the borders for employment. Some joint venture factories were established as well, but they were destroyed by terrorists.

Problem is, if Israel has to keep its borders closed for fear of suicide bombings, it's hard to let people through for legitimate reasons without hassle.
