David, no worries about the rainfall! To increase the evaporation rate, we'd have huge plastics recycling plants which would mix carbon black in with tiny buoyant plastic balls which would float around, absorbing sunlight, getting hot and making the surface very hot, dramatically increasing the evaporation rate [and rainfall].

Oh, hang on, they would blow away and get washed up on beaches. Hmmm. Okay, that's as sensible as digging up gold then burying it again in Fort Knox. It wouldn't add to human happiness.
