Musharaff's call for a referendum next month to establish himself as the supersupreme leader six months before elections for a national parliament is a shrewd but subversive move in the light of the fact that his chances are better now for a positive outcome in the referendum. His attempt to legitimize his power over all institutions is a paradoxical move because (he) the country sent the two elected leaders to their exile. He is confidant that the referendum will give him the mandate he needs to serve (read: lord over) as the nation's suprademocratic leader as long as he wants. The paki voting public is subject to manipulation: persuasion, coercion, sectarian block voting, apathy and poor turnout in voting booths, vote-buying etc. The fundamentalist elements are not happy with the president because he is aligned with Americans in the global fight against terrorism.
A military tribunal in the guise of National Security Council is envisaged; a proposal to change the constitution to accommodate such a body to supervise the president, the prime minister and the parliament, is advanced by Pervez's penchant for perversion of democratic norms. Instead of going into political sannyasihood, Pervez is seeking the all-pervasive omnipotent role in the pseudoparliamentary system.
