to me, if Naz is at 1770 in Feb, and AMAT is at $40; then naz is at 1770 in April, and AMAT is at $40 ---- if this does not say a stock is bullish......

what means of technical analysis do you use to say whether or not a stock is bullish bearish?

do you consider a tech stock making new lows while Nasdaq making news highs not bearish?

Let's say Stock ABC keeps dropping from $10 to $5, and Nasdaq goes 10% higher in that time frame, are you buying ABC in huge lots? Are you betting you're smarter than the people who are getting out of ABC?

Remember, the majority of techs follow Nasdaq. If Nas goes up, techs go up. And the converse is true when Nasdaq goes down. So what you do to make money is look for bullish/bearish divergences. It does NOT matter what YOU think. It matters what the MARKET thinks.
