You forgot to add one of the simplest and yet most effective strategies that can be added to reduce the oil consumption. That is to reduce the work week and to encourage working from home. The savings could be enormous. The ideal situation would be to work Monday/Tuesday and Thursday/Friday. There would be a double bonus. People would be refreshed from having the extra day and would have more energy on the job. This could be encouraged through tax incentives. This would be far more effective than the standard Democrat car-pool idea which mostly has failed.
