Well said ... I only disagree with increasing taxes, since we have high tax already and government can not be trusted with our money, but perhaps a straightforward decrease on taxes corresponding with an increase in efficiency. That would be hard to pass, but certainly an incentive. E.g., I've got a 15kw diesel generator that also can burn waste vegetable oil ... the restaurants pay to have it thrown away, and I'm willing to pick it up. UC Humboldt has a website showing how to convert it to biodiesel to run in a regular diesel motor.
